ONE or TWO POSITIONS – FIXED-TERM APPOINTMENTS OF ONE YEAR (with possible extension).
We are looking for one or more Analysts with experience in regulatory policy analysis, administrative simplification strategies and review of legislation. They will contribute to the development of strategies aimed at cuttingred tape, all directed toward greater productivity and competitiveness in Mexico from an international perspective. To develop practical guidance on measures to help improve the regulatory environment at federal and state level, the experts will contribute to capacity-building toolkits and to specific case studies. The goal is to enhance competitiveness, economic performance, and contribute to a business-friendly environment.
The selected candidate(s) will be based at the OECD Center in Mexico City, under the supervision of the Paris-based Head of the Regulatory Policy Division (REG) (http://www.oecd.org/regreform) in the Directorate for Public Governance and Territorial Development (GOV), and a Senior Regulatory Reform Analyst based in Mexico City.

Job Duties
1. Drafting and Analysis
• Manage and conduct research for and contribute substantively to the OECD analysis of the review of the regulatory stock at national and sub-national levels with a view to update and scrap unnecessary regulations.
• Formulate policy assessments and proposals to promote regulatory improvement, taking into account best practice within the OECD countries.
• Develop practical guidance and toolkits materials to that can be of use for the country under review.
• Prepare background notes, and other technical documents.
• Contribute to synthesis reports regarding the improvement of the regulatory environment, and contribute to case studies and reports on regulatory management and tools, as part of the Programme of Work of the Working Party on Regulatory Management and Reform, including regulatory improvement and reducing administrative burdens.
2. Management and Coordination
• Under the supervision of a senior regulatory reform analyst, develop and maintain contacts with federal and sub-national authorities which are a part of this project.
• Liaise with the OECD Paris team; seek technical advice inside or outside the OECD as appropriate.

Qualifications: education, experience, communication and languages
1. Education and Experience
• An advanced degree in law and/or economics, ideally specialised in regulation.
• Three to seven years experience in dealing with issues of regulatory policy.
• Previous experience with business competitiveness issues, regulatory and enforcement issues at a sub-national level, would be an advantage.
• Previous experience with one national or international administration responsible for a regulatory programme with particular emphasis on reviewing the stock of regulation.
2. Key Competencies
• Substantive knowledge of the regulatory regimes of at least one and preferably several OECD member countries. Knowledge of the Mexican legal system would be an advantage.
• Proven management and organisational skills, including ability to contribute effectively in teams, plan and implement a project for regulatory reform and administrative simplification. Ability to work efficiently under pressure with the capacity to prioritise tasks often according to tight deadlines.
• Excellent understanding of the range of policy and political economy issues that impact on market frameworks in regulatory settings.
• A strong political sense and effective diplomatic skills; ability to achieve consensus and interact effectively with multiple high-level stakeholders.
• Demonstrated capacity to think strategically and creatively and strong conceptual and analytical capabilities.
• Ability to link empirical evidence to specific conclusions and recommendations.
• Very good interpersonal skills. Ability to foster and maintain fruitful working relations with national and international officials. Ability to adapt to various working methods.
3. Communication and OECD Official languages
• Capacity to present highly technical subjects in writing as well as orally, in a manner which makes them accessible to high-level officials, political and opinion leaders. Ability to communicate effectively and to present issues of regulatory policy clearly, concisely and convincingly in internal government meetings.
• Excellent knowledge, including drafting skills, of one of the two official languages of the Organisation (English and French).
• Very good knowledge of Spanish (reading, drafting and speaking).
N.B. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
